Janice, I was refering more to high school students when I said that. But, to answer your question more directly, you would be amazed at the street smarts of a 7 year old inner city kid. These children are not stupid. However, it's not so much the child that makes the decision as the parent or guardian. They are the ones that influence the child and if it's not important to them the child receive a good education then the child won't and it won't matter how good the "education" is, if the parent doesn't care the child won't either. And this is a problem that welfare has created to a large extent. The welfare doesn't need to know how to read or write, someone at the welfare office will fill out the forms, so why does their kid really need an education? . . . . . . . . . . . . . Why would anyone think that the education offered at an inner city school is different from that offered to upper middle class schools? . . . . . . . Being poor does not make a child a victim. Being shot with a stolen gun, or being raped, or being beaten up by a gang or an unloving parent, these are the kinds of things that make a child a victim.
