A lot of the problem is not just resource allocation but also resource lifetime. Vandalism is much worse in bad areas, and this exacerbates the already strapped budget of those schools. Here's the dilemma: We need more schools and more jails. But we can't properly pay for either right now, let alone both. (Pat answer: If I were king, I'd build out the courts&jails. My first priority is to interdict the criminals. Stanch the bleeding, then turn to therapy, i.e education.)
