There are many types of individual "investors," such that you might be referring to one type (even though your posting generalizes) whereas I read your posting and think of another. I am not trying to argue with you, merely ask for clarification because in my experience, even loooooooong bear markets have not shaken loose individual investors. Rather, they have merely sat on their existing holdings and used cash, when available, to add to existing positions in or establish new positions in quality stocks.
