I disagree. I haven't checked lately, but I believe:

(1) the rights to SPARC are in an independent, open organization, see:
sparc.com
(although I don't argue that Sun doesn't have a major influence, as an important member of the organization and probably the largest user of such chips). A list of members is available at that site.

(2) I don't think TI is the only manufacturer (as I recall one of the Japanese semi makers, perhaps Hitachi, does as well); and

(3) others sell or have sold SPARC based systems (e.g. Auspex, Tatung, Tadpole, and Cray -- while it was independent and as part of SGI).

JMHO.
