The Free Trade Area of the Americas (FTAA) is an organization represented by all the nations of the Western Hemisphere. Its
function is to negotiate the terms for a free trade zone that would extend from Canada to the tip of Argentina -- an area of
nearly 700 million consumers. FTAA is expected to be completely ratified by 2005.

The Trade Negotiating Committee (TNC) of the FTAA is the body responsible for ensuring that negotiations proceed on
schedule and is the committee that oversees all the other planning groups. Its members consist of the vice trade ministers of the
Western Hemisphere. The TNC meets annually and its members report back to the highest levels of their respective
governments. The Guatemala City session is the first since the disastrous World Trade Organization Ministerial in Seattle last
December and will provide an indication of the Western Hemisphere's resolve to forge ahead with its own trade liberalization
despite the failure to launch a new global trade round.

In addition, the vice ministers take the opportunity to discuss bilateral and regional trade relations while at the TNC meetings.
Mercosur, the world's third largest trade bloc comprised of the countries Brazil, Argentina, Paraguay and Uruguay (associate
members Bolivia and Chile) has had recent tensions between its members. The delegations from these countries are expected
to discuss the resolution of disputes while in Guatemala.
