Steven, I have been told that legislation for better health care is in the works but, can not attest to it. Most, if not all, of the illegal aliens are being treated in the County Hospital Districts, if they apply for "gold cards" which are easy to get for people below, or near, the poverty level. These are teaching hospital which provide excellent care. Those doctors on "fellowship" are divided in groups of 5 or 6, and are lead by a competent doctor, who must meet certain requirements. Depending on needs, this treatment can be absolutely free to the patient. In Houston, there are 2 very large hospitals and 6 or 7 outlying clinics to serve these people, and other needy who cannot obtain private health care insurance, for whatever reason. I know a 40 year old man with aids that receives excellent treatment and has survived over 13 years, much longer than the norm, and is still in such health that no one would suspect his disease, although he makes no effort to conceal it.
Before Bush was Ann Richards. There is no telling what all went on under her "nonexistant" leadership.
In Texas, we have areas like the Piney Woods, the Big Thicket, and a town named Cut and Shoot. The inhabitants of these areas are similar to the hillbillies of the eastern mountains and either do not know, or do not care, about any sort of birth control. This is a problem that only education can ultimately solve, or at least, minimize.
