SARASOTA, Fla., Apr 17, 2000 /PRNewswire via COMTEX/ -- Elcotel, Inc. (Nasdaq:
ECTL) announced today that it will ship the first order of Solarus-II(TM)
cellular/CDMA payphones to Telcel of Venezuela for installation and field trial.
This deployment coincides with Telcel's introduction of platform-based prepaid
technologies.

The Solarus-II(TM) is a fixed-location wireless public telephone that encases a
CDMA cellular transmitter inside the phone. The introduction of the
Solarus-II(TM) marks a broad change in Telcel's public access strategy by
incorporating wireless CDMA technology as a more economical deployment solution.
The Solarus-II(TM)'s CDMA solution reduces cost by using spectrum saving
technology and a prepaid card platform with lower cost PIN cards for end users.
The economy of these two technologies will allow Telcel to install more units in
the field thus increasing their competitive position as a communication provider
in Venezuela.

By utilizing prepaid cards, the Solarus-II(TM) offers extended reach beyond that
of traditional payphones or handheld cellular phones by providing service in
metropolitan and remote or isolated locations. The Solarus-II(TM) is expected to
receive a high degree of consumer acceptance and will blend well with Telcel's
1,000 Elcotel wired payphones in its smart card operated network.
