I paid for and downloaded Netbus and have played with the program a little.
From what I have discovered at this point, scanning the Internet is a lot like like scanning the airwaves with an audio scanner. IE: How do you know who you are scanning?
Now, I know that if you know who is transmitting on the frequencies you are scanning, you can figure out a little of what's happening, but with all of the ultra high frequencies and the trunking, etc, it is hard to follow a conversation.
Even though I can intercept cell phone conversations, it is impossible to monitor the entire conversation unless both cell phones are transmitting and recieving on the same frequencies and both cellphones are immobile. This is because cellphones, while moving, keep changing frequencies.
Now concerning the ability to monitor ones computer, I am not a guru, but it seems to me that it would would be awfully hard for one to target a user with a scanner.
