Qualcomm Japan Mulls 3G Cellphone License

TOKYO -- Qualcomm Inc. (QCOM) is considering filing an application to operate
third-generation (3G) cellphone services in Japan, the president of the U.S. telecommunications
giant's Japanese operations said Tuesday.

Ted Matsumoto, president of Qualcomm Japan, said the company is making preparations to file an
application with Japan's Ministry of Posts and Telecommunications. The preparations include
gathering a consortium of companies to support its application, Matsumoto said.

He did not specify which companies have been approached to join a possible Qualcomm-led
consortium.

Matsumoto said that the company will make a final decision as to whether or not to apply by early
May. The deadline for applications is May 12. The Ministry of Posts and Telecommunications is
expected to issue three operating licenses.

Japan's three major cellphone operators; NTT DoCoMo Inc. (J.NTX or 9437), Japan Telecom
Co. (J.JTC or 9434) and DDI Corp. (J.DDD or 9433), are all planning to apply for licenses to
operate 3G services, which can support video conferencing and high-speed Internet access through
cellphone handsets.

Qualcomm's consideration of its own bid for a license was spurred by the prospect that none of the
three declared candidates will adopt the CDMA2000 technology supported by Qualcomm.

NTT DoCoMo and Japan Telecom are longtime supporters of the rival W-CDMA (wideband
code division multiple access) standard. DDI, which had been expected to adopt the CDMA2000
format, recently hinted that it is likely to reverse its position and use the same technology as
arch-rivals NTT DoCoMo and Japan Telecom.
