You were right. LHSP is the provider, per the following article culled from Delphi's web site (and thanks to Steven, who started this thread, for including the web site name in the thread header):

Delphi Leads the Way With Voice Recognition

For Release: March 7, 2000
OEMs See Value in Delphi Mobile MultiMedia Systems

DETROIT - Delphi Automotive Systems (NYSE: DPH) demonstrated its Communiport© brand voice recognition system at the 2000 SAE International Congress this week. Delphi was the first major supplier to deliver the technology to an OEM starting in 1997. In 2000 and 2001, Delphi's voice recognition system goes into high volume production.

The voice recognition system allows drivers to control devices such as the radio, CD player, navigation system, climate control or cell phone with voice only. The technology, which offers automatic speech recognition in several different languages, provides a natural intuitive voice interface. The Communiport brand Infotainment system supports English, German, European French, European Spanish, Japanese and other languages.

"We have designed our mobile multimedia systems with simple and easy-to-use operator interface features so driver's can keep their hands on the steering wheel and eyes on the road," said Robert W. Schumacher, director of the Delphi Delco Electronics Systems Mobile MultiMedia group. "Voice recognition technology eliminates the need to manually control the features and functions of our Communiport Infotainment system with knobs or buttons."

Delphi's Communiport Mobile MultiMedia Systems employ the Automatic Speech Recognition (ASR) 1600 engine by Lernout & Hauspie, a leader in advanced speech and language solutions. The system provides continuous voice speaker independent recognition with a vocabulary that can be built up to thousands of words. ASR 1600 provides the basic phoneme-based recognition algorithms, while Delphi builds the vocabulary and adapts the system for the high-noise environment of the vehicle.

The system also provides adaptive voice-based feedback to accommodate both novice and experienced users. Other simplified driver-focused features include a navigation system that eliminates the need to use paper maps.
