Ok...

Your phone line is actually a 56k line (like the modem)
24 phone lines are a T-1
28 T-1s are a T-3
3 T-3s are an OC-3
12 T-3s are an OC-12
48 T-3s are an OC-48

So, an OC-48 is really just:

24 x 28 x 48 phone lines or 32,256 phone lines.

This is, of course, an over simplification of what an OC-48 is, but gives you the idea.
