Thanks for your insights. I will consult with local network resources and find out what I can about the incident and post. This is intriguing to me because it was a POTS episode and not merely Internet related. It also was above the threshold you quoted, AFAIK. Also, the fact that key financial institutions were down troubles me quite a lot. Not to be paranoid or anything, but the what-if's regarding a sustained and continuous infrastructure attack like occurred at two US embassies in East Africa in the recent past is worth pondering. To paraphrase Andy Grove, the paranoid do survive.
