The issue is not whether the schools are equal, the question is why aren't they equal. If the students knew how to behave in the classroom and would allow the teachers to teach I'm sure your opinion of inner city schools would change. I'll bet you would be surprised to know that inner city schools are fielding the strongest chess teams in the country. And comparing schools like Loomis (never heard of it) and Andover which I guess are private and probably have entry standards that the public schools are not allowed to have is a little unfair.
