The rules for notification, after the threshold is hit (like
total users, downtime etc.) require the carrier to FAX the info within a very short period of time. That is the way
the FCC requires it. Note, this particular form of notification is only for POTS, 911, 5ESSs, and not for any
leased lines or any form of internet connectivity.

When Ray said it *hit* phones, I just pulled up my saved link. Now, Ray, which USWEST hit was it ??
