We have the ACLU to thank for the abundance of homeless mental patients walking the streets. The ACLU filed a class action lawsuit, and won, that prevents the involuntary confinement of the mentally ill. If they are not an obvious danger to themselves or others they cannot be institutionalized without their consent.
