Mike, just to reinforce Maurice's point: that $9 billion isn't only covers the UK. Ie only some of a few islands off the coast of Europe. The total bids so far for the five licences is $22 billion - for less than 60 million people, that's nearly $400 a head. That's not for a monopoly, but for the right to compete for those peoples attention and money.
