Stan -- <<How can we afford not to?>> That appears to me to be what a great deal of this two-day discussion has been about. I believe we all agree that large portions of the current system are irreparably flawed. I believe that some portions work extremely well, are cost-effective, and should be preserved/expanded. I believe that whatever happens, children who now rely on various welfare programs must be protected. Most states also believe that the families of these must be preserved, but I'm not sure I agree. In fact, I do not agree, but to replace a family is a difficult thing. Foster parents are expensive, and are increasingly hard to find and develop. So whaddaya wanna do, Marty?<g> Jeff
