It's not a monolithic community of cubanos in Miami. There have been separate waves of inmigration over the years, and to a considerable extent attitudes and goals do vary between members of those groups. But dissenting viewpoints are not tolerated by those in control, and they have the money and the power to get what they want. They come pretty much entirely from those who were doing well running Cuba for Batista, or their descendants.

You see, when Batista ran away with his millions, Castro summarily shot B's jailers and torturers. This seems to have set up hard feelings.
