Maurice, Thanks for your substantial contributions to this board.

I agree with you that Service Providers need to be a bit more proactive getting those roaming agreements signed and done with.

However,

In general, SPïs are facing some rather serious red tape with the national PTTïs. I have had chance to speak with 2 different SP engineers and the story goes like this:

1. SP applies to National PTT for a number range allocation say 50 to 100k numbers dedicated to G*.

2. Entrenched, bureacratic National PTT realizes that SP is a clear and present danger to the status quo. PTT does not understand G*. PTT is afraid. Motus Operandi: Delay Delay..Delay.

3. SP needs signaling link to support roaming and global title tranlation (just IP uses domain name servers and ip addresses, SS7 signaling has GTTïs and signaling point codes to determine where the dialed number "goes"). Signaling link, whether domestic or international must go thru National PTT. National PTT again does not understand very well ISUP, IS41 and ITU Signaling stuff . More Delays, valuable time spent with PTT to explain the technology and why they have nothing to lose.

4. National PTT requires all sorts of silly type approvals on QCOM/Alcatel Gateway equipement...More delays and red tape for equipement that meets or exceeds international standards anyway.

5. Remember item 1.? Well National PTT assigns to SP only 3-4k numbers because the other 96k numbers that were preapproved have been now "reassigned".

And the list goes on...The truth is from South America to China, QCOM and G* had their ducks in a row from a technical standpoint. The first China Gateway has been technically ready for at least 6 months I believe.

The point is this: Both G* and SPïs had probably discounted the red tape potential of entrenched and confused bureacrats and could have started a long time ago getting the necessary approvals, lobbying and getting their contacts set up to oil up the bureacratic machine.

The good news is that the technology works extremely well, that there is not competition for the foreseable future and that there is a huge market potential.

The bad news is that Wall Street is on different existential plane than the PTT telecommunication bureacrats and the clock in Manhattan ticks a lot faster.
