I don't think a breakup helps anyone. What about a fine, a massive fine. If only 10% of Microsoft's market cap is due to actions that they shouldn't have taken because they are a monopoly, that's around $40 billion. As I understand it, the DOJ can get three times the actual damages ( or maybe that's just for private companies suing). A recent post mentioned that the states want to fence in MSFT's cash. A fine would take it all, and them some.
