Yes, taxes is how it is funded. The proposals are not danish, they are made by an international working group paid the the European Commission, that is the executive force of the European Union. There are mainly two targets for the proposals: 1) Standardized interfaces and protocols, making several vendors able to interface their products. 2) "Call for tender" on software delivery for european public administrations. This include administrative software used in goverments, EU commission etc. These are final applications.
