Oh come on! Your talking about the functionally illiterate. Yes, there are adult literacy programs, and many take advantage of them. But in the culture of which you speak, it's not just that literacy isn't highly prized, for most people it's simply irrelevant. What good does it do one? They have no idea. I suspect that "getting an education" seems as strange and useless an idea to many of them as "going on a Pritikin diet" seems to me.

And they have a point. So they learn to read. So they end up liking it, reading Tolstoy. Will it actually get them a job? Improve their lives? Once they're adults, probably not. Gotta get 'em young.
