WM - What Marginmike is probably referring to is the fact that for a long time the US was the only country where it was a crime for one of its citizens to bribe an official even when on foreign soil. That changed early last year when a bunch of countries (many European) signed an international agreement to follow the US lead (although I doubt that they worded it that way <g>). I don't know if that has affected behavior, but at least in theory ... .
