Companies buy their stock back when they have no better use for funds either internally or for acquisitions. It would be a terrible waste of funds to buy stock back, especially in a general bear market. The company should have many good uses for funds to develop the business, including, making investments in cdma oriented businesses and maybe even to buy some spectrum in Europe to crack the European nut. Diamond is right, buying back stock would be admitting it has no better uses; not a smart thing in a quickly developing market.
