Nick I have found both Investorline and Scotia to be much better lately. On the sell side IL has been blistering fast lately, as soon as I submit my order it is submitted and executed. It seems that for sells IL just automatically submits them, without having to go in front of a broker. On the buy side, things still take a few minutes, if I want a stock and thinks its about to move, I usually put in a buy order thats two-three levels deep on the sell which usually seems to work. Lately it hasn't worked that great as their has been big gaps in the market depths both ways.
