The Japanese spectrum awards will be a 'beauty contest.' The Ministery of Post and Telecoms
will give it away to a favored three. The stated criteria in Japan includes: use of spectrum; financial backing; extent of network roll-out and speed of rollout; and quality of service and reliability. Many of those criteria are subject to subjective judgements. How do you judge quality of service and reliablity for new technology that has never been commercially deployed? The Ministery wanted three consortia applications for three licenses. Three licenses, three applications all proposing the same technology as Ministry pet NTT. What could be simplier? But Qualcomm Japan's threat to file a fourth application proposing a different technology throws a spanner into the works. Now they will have to chose three out of the four and justify their decision. What could have been simplier to justify, three licenses, three nearly identical applications. But a fourth application smacks of ...<GASP>... COMPETITION!
