Negotiating with the IRS is not a relevant analogy. When a child is being held unlawfully by a "loving" or "non-loving" family, you can expect that law enforcement will use all means to return that child to the family member the law says should be caring for him.

We don't have to stretch for analogies--hold a child when the state or federal government says a different family member should have him, and your "negotiating window" will be short indeed. The Lazaro/Marileysis group was given special consideration an ordinary person would not get. They should count themselves fortunate they're not in jail.
