That situation was offered to the miami relatives and rejected. The truth is they wanted the INS to come, only they wanted them to come while they had a big crowd outside to throw rocks and bottles and smash the cars and pull Elian's arms and so tramatize him that he would obviously look uphappy when he returned to his father (if not to the hospital). Then they could say, "See we told you he would be distressed". They're mostly mad because it's now obvious that the boy is glad to be back with his father.
