A hundred million "small weapons", including 12 gauge shotguns and Barretts, would be surprisingly effective in gumming up the gears of a serious attempt at internal occupation. Afghanistan serves as a model.
Most recently, Chechnya showed that a quick and simple mop-up by the Russian army (whose equipment and attitude are second to none as regards urban fighting) were seriously hampered by irregulars with small arms.
When the Second Amendment was drafted, the right to keep and bear arms included the most advanced battle weapons of the day, including cannon. Now suddenly the arms we get to own and operate have been restricted. Imagine if that original intent of the Second were upheld in today's tech-heavy environment. It would be amusing to contemplate (but I do not seriously advocate it) what government would be like if every millionaire could own and fly a C130 gunship with Vulcans spraying 10000 rounds per minute out the side hatches. Or a B-2 bearing a rotary launcher with cruise missiles ... either payload. (conventional or)
