Why spend. This has to do with
1) 2.5 & 3G implementation speed. Others want to destroy The competative advantage Q has in being way ahead in CDMA 2000 development. They would delay 3G and set QCOM's development schedule back timewise to match their own.
2)The value of the sale to KYO--Much less if CDMA2000 doesn't take off in Japan--fewer handsets using Q ASICS sold in Japan.
3)International links and roaming. NTT DOCOMO has some type of leverage to force DDI to link to their network which DOCOMO would in tern link with KOREA, China, Europe and US.
4) DOCOMO & others wish to close the Japanese telecom market to outside vendors while exporting their own equipment. They want to do this with an oddball version of WCDMA. This has trade war implications for the US.
5) Europe wants to cooperate with DOCOMO for much the same reasons. Europe would close their market while exporting heavily to the US and North America.
6) The loss of prestige for CDMA2000 if it is succellfully removed from Japan. Thei would be a big reason for smaller countries and China to shun it.

Its time to go to the mat with JApan over this. It is typical Japan Inc interfering with market mechanims to protect home markets while to export freely to US and other areas.Unfortunately, QCOM is up against more than just DOCOMO. They are up against a network of companies conspiring to close the Japanese wireless market to outside competition while Japan continues to export freely.
