His solution in the past has been to bomb a country to divert attention. Now Cuba is one of the countries left that hasn't been bombed and doesn't have nukes. It's close to the Naval Base at Key West and an easy strike from many Southeastern Air Bases. Probably the cheapest target he could find. Castro is at least as oppressive as Slobo and a sight worse than a pill factory.
