The Great Uncle claims the father asked him to take care of Elian.

Please. This statement vitiates any standing that you would create for the Great Uncle. If you subscribe to the notion that the father can invite the Relatives to care for his son, then you have recognized his legitimate standing as the superior authority in the boy's life. By your very statement then the Great Uncle MUST STAND DOWN as well should the father request it.
