As I understand the changes to SelectNet, the SOES system will essentially replace the SelectNet for all orders, UNLESS you want to buy MORE than the posted number of shares. In this case, you can SNet the market maker with your higher size in hopes of having the entire order filled. In addition, I believe that ECN's will be SOES'able, which would be a good addition to the current rules.

I'm not extremely familiar with the text of the entire rule change and would appreciate if someone has a link to the changes that will take effect 6/5/00. However, from what I've heard, the changes may be a net plus for the trader.
