Either I'm missing something here or this asylum business is beside the point.

Assume that Elian has applied or will apply for asylum and that it is granted. Assume even that the U.S. Congress passed a law conveying citizenship upon Elian. Couldn't Juan Miguel just say "on behalf of my son, I decline your kind offer and am taking him home to Cuba" and get on a plane? Just because a country grants asylum or even citizenship, I wouldn't think it could make an unwilling recipient accept.
