If we create a Windows company and mandate that they do not bundle IE/Word/Excel etc.. into the OS, here are the benefits (off the top of my head)

a) Since Windows Co is now focused on selling Windows and NOT applications that run on top of Windows, no applications company will have a leg up in developing applications. No company will have access to hidden APIs and no company will have earlier access to new versions of the OS. Thus, we will see new spreadsheets, word processors etc.. etc...
Currently, no VC will fund a company that wants to produce software that competes with a Microsoft product. If MSFT had a browser before Netscape, Navigator would NOT exist today.
The perfect analogy is PCs! Since MSFT does not sell PCs, the PC vendors know that no competitor will have an unfair advantage.
If MSFT sold PCs, Gateway and DELL will be much smaller companies today or may not even exist!

b) The applications company will have an incentive to port their apps to other machines/Oses to maximize their revenue stream. Thus, Word/Excel will run on most of the hardware/OS out there. Thus, you may run your spreadsheets on Solaris, Linux, BEOS or OS/2 without fear that the OS will crash.
The benefit to consumers is that you can now buy the best machines out there (e.g a new Amiga) and NOT necessarily Windows based PCs.
