I would disagree. Ballmer has been the brains behind MSFT all along.

When Bill wanted to keep MSFT small (a ten man operation to keep expense down) Ballmer convinced him to take out a loan, get venture capital money and hire MORE people to expand.

When Bill publicly said the internet was a fad and he could sell the public all the content they need on MSFT Encarta CD's, Ballmer set him straight that Netscape Galaxy could "relegate Windows to nothing more than an icon on the corner of the screen."

The man has clearly had an agressive, focused vision for the company. However, to his fault being too agressive ande bullying has gotten the DOJ on MSFT.
