....so to access the new NASDAQ rule changes in June, one would simple use the current SOES feature?

Yes, the process to access SOES/SNET will remain the same even though the new NASDAQ rules will be in effect.

As for how the new rules will effect trading, it is difficult to say. Ideally the new rules will help all parties by creating a more liquid market place and lessoning the number of restrictions investors currently face.
