Total Telcom Inc. Signs Letter of Intent With Clearnet

EDMONTON, Alberta, April 25, 2000 - TOTAL TELCOM INC. ("the Corporation")
is pleased to announce today that they have entered into a letter of intent
with Clearnet. Both parties are working towards a definitive agreement that
will see Clearnet become Total Telcom's first strategic key anchor client
on the recently announced fiber optic corridor that the Corporation intends
to build from Edmonton to Fort St. John, British Columbia this year.

Clearnet would receive an IRU (Indefeasible Right of Use) for an
undetermined number of fiber strands for an initial term of 10 years. This
fiber optic corridor would assist Clearnet's network expansion into
businesses and communities in Northern Alberta and Northeastern British
Columbia.
