Brokers with APIs for order-entry?

I am looking for a direct-entry broker that has an API that will allow me to enter trades using my own software.

Townsend is steadfast in refusing to release an order-entry API. It appears that CyberCorp may have an API, but may only release it to people that do a certain volume of trades.

Is anyone aware of anyone else who has an order-entry API?

I'd prefer to be able to enter trades via the Internet (as opposed to a T-1 connection - I've found several that can do it via a private FIX connection, but not via the Internet.)

I'd also prefer a proprietary protocol with an API provided, rather than FIX, which appears to be costly and complicated.

(This is not for my own trading - it's for a software development client.)
