I strongly agree with David. The whole pressure of the standards process is to get something that is technically best, no matter what is in the field already. ROK/LU at one point seemed to be threatening a US standard (from the EIA/TIA) where they might have actually been able to push something, since the voters in those bodies are the industry members.
But the voters in the ITU-T are countries. The USA gets a single vote, for example. That doesn't mean that the real decisions aren't made in the committee meetings in advance of voting, where there is a lot of industry participation, but it's international industry. Besides, USRX presented its version to the ITU-T first, as far as I can tell from the various announcements.
