Maintaining a friendly attitude in these countries and keeping them receptive to these arrangements requires careful, non-threatening diplomacy, a real respect for multilateralism, and a rigorous avoidance of bluster. No bluster?? and non-threatening?? I guess we better not send them those tapes of Waco or that aspirin factory huh?? Hey, better yet maybe ol Al can just offer to let them give him a contribution and everything will be hunky-dory.
