CNBC interviewed the CEO of TD Waterhouse a few weeks ago, and that price question was brought up. His answer was the market is larger in the US, thus the lower rates.

TD Waterhouse trades in the US are 12.00 and in Canada, 29.00

But you have to factor in the exchange rate, so the average trade in the States is 12.00 USD, at the exchange rate of 1.46 that would be 17.52 CDN. So I guess the balance 17.52 - 29.00 = 11.48 is due to the larger market base in the USA.

Also, there are middle men involved in Canada, in the USA, it's all electronic.
