The point is, as far as business and legal matters go, Russia's government is hardly there at all, usually businesses have to cut a deal with the mafia to survive.

As far as the U.S. "improving", most people not of the Randoid persuasion would say that the U.S. system of government by lobbyists is plenty friendly enough to business the way it is.
