An article by Marilyn Alva in Investor's Business Daily for Monday highlights the move to foundries by chip makers such as Xicor, although not mentioned. Excerpts:

"Someone's got to make the silicon chips that feed the growing telecommunications industry. but an increasing number of manufacturers are saying, 'Not me.' Who can blame them? . . . Manufacturers realize such costs erode their bottom lines and divert attention from their core business -- designing and marketing faster and more powerful chips. . . .

"By 2004, outsourcing chips to dedicated foundries will constitute a $36 billion business, five times last year's total, says market researcher International Data Corp. . . . Outsourcing will be 'a long-term solution to the cost penalties of in-house fabrication,' said Mario Morales, semiconductor analyst with International Data. . . . 'Foundries are running at full capacity and fulfilling only 70% to 80% of their key customers' demand,' said Daniel Heyler, head of Asia Pacific semiconductor research at Merrill Lynch. . . . Analysts say a capacity crunch will cause foundries to raise their average selling prices. . . . Analysts say Chartered wisely focused on what is now the fastest growing sector in semiconductors -- the telecom market. International Data says telecom will be the major market driver of the semiconductor sector over the next five years.
