Busting into another house to deposit him? Hmmm... I guess that would be an INS raid in reverse.

The INS is a uniquely situated U.S. agency--it deals almost exclusively with persons believed to be citizens of other countries who have not been legally admitted here--U.S. constitutional rights generally have application only to U.S. citizens. As federal agents who risk being killed in the line of duty, INS agents don't like to take any more risks with their lives than you like to take with yours. If "busting in" to a place where they know an alien to be residing neutralizes the possibility that anyone will get hurt, then that is what they must do, the opinions of arm-chair pundits as to the perils in which they should place their lives notwithstanding.
