I'm very concerned with evidence. But most unjust violence against innocents comes from local policinistas, rather than any federal officers. Heck, the L.A. police were actively framing people; the NY police shoot you for walking down the wrong street at the wrong time (and being the wrong color). Yes, more local power and control is surely the answer.
