Yes, I would certainly include top-level management, who shares the responsibility for such things. I would not include technical management, who has done magnificent work over the last couple of years in stark contrast to industry-wide shakeups and technical failures. Going forward, the challenge will be for upper management to provide the proper environment to maintain the engineering teams, and to provide them the incentives they need to continue doing quality work.
