I think juans obscene gesture speaks volumes about his character...given the context.

Add to that the fact that juan's mother has a bit of a problem when it comes to Elian's right to be quiet and say nothing if that's how he felt upon seeing her...the last thing a 'shy' child needs is HUMILIATION...of any kind.
Let's remember that juan is a product of this woman...abuse is passed on to the next generation...and it never ends until the CYCLE of abuse is broken...somehow.

Combine the evidenced character of these two individuals, [juan and juan's mother], and I am CLEAR on Elizabeth's intention to get her child away from this injustice...this demolition of the Spirit and state sanctioned slavery.

I also think that the 'delay' in juan's arrival tells us just how restrictive and controlled life on that island is. Free Cuba.
