NEW YORK (CBS.MW) -- Intel Corp. is in talks with the Israeli government about investing $3.5 billion to expand a manufacturing facility there.

The Financial Times reported that Intel (INTC: news, chart), which has a $6 billion capital spending budget for this year alone, is also considering the investment for present locations in Ireland, Arizona, Oregon or New Mexico.

Intel said no decision has been made and it is is "pre-qualifying" each site by obtaining permits and conducting regulatory reviews involving talks with local government officials.

If the investment occured in Israel, it would be the single largest foreign direct investment in that country. Intel's work force there would jump from 4,000 to about 6,500.
