The attorney general and her colleagues had gone down the path of negotiations with the Miami relatives several times over the past four months. They'd been disappointed before and, from her vantage point, Janet Reno saw nothing developing early last weekend that looked new, different, or especially promising. When all is said and done, Elian's father was still adamantly refusing to go to Miami, and the relatives were still adamantly refusing to come here to Washington. Perhaps, over a few more days, something could have been worked out. But to suggest that an agreement was just minutes or even hours away seems, knowing what we now know, to be little more than wishful thinking.
